Guide to Non-State Justice System Programming

It aims to provide tools and best practices for designing, implementing, and monitoring rule of law programs that support NSJSs. The guide defines NSJSs, highlights their advantages and challenges, and provides guidance on how to assess and support them. It also includes lessons learned from prior donor engagement with NSJSs and a sample statement of work for developing new program proposals. The guide is intended for USAID Democracy, Human Rights, and Governance (DRG) Officers and other practitioners working in the field of rule of law and justice sector reform.
