Abstract
It provides practical guidance on rule of law programming in post-conflict environments, and is intended for USAID Democracy and Governance (DG) Officers and other practitioners. The guide focuses on recent conflicts where a peace process, foreign intervention, or regime change has created a marker recognizable to all stakeholders. It incorporates experiences from seven country case studies, including El Salvador, Cambodia, Haiti, Rwanda, Bosnia and Herzegovina, East Timor, and Kosovo, and cites examples from other countries. The guide covers topics such as post-conflict rule of law programs, promoting access to justice and legal empowerment, rebuilding core functions within the justice sector, dealing with the past, and advancing post-conflict rule of law programming.
