Abstract

USAID, through Safe Water, piloted the Output-Based Aid and Blended Finance (OBA-BF) as an innovative financing scheme to enable poor households access affordable sanitary toilets. This fact sheet provides an overview of the OBA-BF scheme as piloted in the Philippines.
