Monitoring the Improvement of Water Security – SWP Toolkit #6

The toolkit describes monitoring as a process of continuous assessment. It involves collecting data on the current situation (baseline) and on changes that are brought about through activities, projects and policies, or caused by socioeconomic and natural trends and events. Evaluation uses indicators to reflect on such measurable change, compare it to goals and targets, and use the information to learn from experience, adjust implementation, and better plan for the future. The toolkit also provides a brief introduction to water security, as well as a detailed walkthrough of SWP’s five-step Water Security Improvement (WSI) process. The toolkit helps users to identify, define, evaluate, and choose water security activities based on several key areas, such as mitigation of targeted priority water risks, accounting for positive and negative impacts and externalities, socio-economic and environmental impacts, and direct and indirect costs.
