Abstract
The SCIL enables local governments to self-assess their capabilities in six essential component areas: planning, policy and legal framework, financial management, service delivery, human resources, and community engagement. The assessment provides a capacity rating, highlighting priority areas for improvement and generating a report and roadmap for local governments to develop sustainable solid waste management systems.
