USAID ATLAS: Building Urban Resilience to Climate Change in Madagascar

It was prepared by Veronique Lee and Fernanda Zermoglio for the United States Agency for International Development (USAID) under the Climate Change Adaptation, Thought Leadership and Assessments (ATLAS) Task Order. The report reviews Madagascar's urban resilience to climate change, focusing on the institutional environment, climate risks and vulnerabilities, and opportunities for engagement at the local level. It provides an overview of the country's response to climate change, including national and subnational policies, institutional actors, and coordinating bodies. The report also identifies building blocks for climate change adaptation at the municipal level, including improving the availability and use of climate information, mainstreaming adaptation into planning and budgeting, piloting risk-reducing management practices, and mobilizing finance for adaptation measures.
