Abstract
It assesses the climate risks to urban infrastructure, services, and populations, and identifies opportunities for adaptive responses. The document provides an overview of Madagascar's climate, urbanization trends, and climate risks in urban areas, including cyclones, floods, drought, heat stress, and sea-level rise. It also highlights the challenges of rapid urbanization, inadequate urban infrastructure, and limited capacity of municipalities to manage urban growth. Case studies of four cities - Tulear, Maroantsetra, Tsihombe, and Antananarivo - are presented, showcasing the points of vulnerability where urban and climate-related pressures are being compounded.
