The report discusses the importance of scaling up care for small and/or sick newborns, and presents a comprehensive model for doing so, including 10 core components necessary to support the scale-up of small and/or sick newborn care in countries. The report also presents a continuum of care for newborns across health system levels, including households and communities, primary health care facilities, and tertiary-level care.
