Abstract
It appears to be a comprehensive guide for measuring the impact of healthcare (PHC) investments. The framework is organized into six categories: Structures & Systems, Inputs, Processes, Outputs, Outcomes, and Impacts. The framework includes 86 indicators, organized into three measurement groups: PHC Foundations, Monitoring for Change, and Measuring for Impact. A subset of 31 Core Indicators has been identified to make the framework more actionable and feasible. The document provides guidance on adapting indicators to country-specific contexts, mapping indicators to existing data sources, and addressing data gaps. The framework is designed to enable USAID Missions, Ministry of Health colleagues, and implementing partners to identify critical needs, monitor implementation, and adapt as needed, ultimately leading to equitable, high-quality PHC for all.
