Abstract
It is intended for development practitioners working on ToC-based projects, particularly project managers, M&E managers, and learning managers. The document outlines three phases: ToC review and refinement, iterative monitoring, analysis, reflection and learning, and knowledge generation, dissemination, and adaptation. It also highlights five principles for managing a ToC-based project, including a culture of curiosity and exploration, intentional collaboration, continual monitoring and analysis, utilization-focused reflection and learning, and adaptive management.
