Abstract
The campaign aimed to control the spread of malaria by spraying insecticides in targeted districts of Donga and Alibori departments. The campaign was implemented by the PMI VectorLink Project, in collaboration with the Government of Benin and other stakeholders. Pre-season activities began in 2018, with the planning and procurement of personal protective equipment and insecticides. Logistics planning and procurement involved the dispatching of IRS materials to operations sites, stock management during the campaign, and payment of seasonal staff. Training was also conducted for spray operators and supervisors. The implementation of IRS activities began with a launch ceremony on May 6, 2019. Short-term technical assistance was provided to spray operators and supervisors, and spray operations and supervision were conducted from May 6 to May 29, 2019. Logistics and stock management were also monitored during the campaign. Entomology data was collected and analyzed to assess the effectiveness of the IRS campaign. Monitoring and evaluation activities were conducted to track key objectives, including the number of structures found and population protected. The use of Long-Lasting Insecticidal Nets (LLINs) was also monitored. Environmental compliance was ensured through pre-season environmental compliance assessments, management of insecticide side effects, medical clearance, and pre-contract motor vehicle inspections. Incidents encountered during the IRS operations were also documented, and IRS waste management was implemented. Information, education, and communication activities were conducted to raise awareness about the importance of IRS and to promote community mobilization. Advocacy meetings were held with local authorities, and IEC activities were implemented to promote the use of LLINs. The IRS country capacity building program was implemented to strengthen the capacity of the Government of Benin to implement IRS activities. Post-spray activities included demobilization of commodities, inventory assessment, and demobilization of seasonal staff. Challenges encountered during the campaign included logistical issues, equipment breakdowns, and inclement weather. Lessons learned from the campaign included the importance of effective logistics planning, the need for regular equipment maintenance, and the importance of community mobilization. Recommendations for future campaigns included improving logistics planning, increasing the use of LLINs, and strengthening community mobilization efforts.
