Abstract
The project is implemented by Chemonics International Inc. and is funded by the United States Agency for International Development (USAID) under Contract No. AID-268-C-17-00001. The project's purpose is to create jobs by increasing the competitiveness and enhancing growth of Lebanese client firms. Key performance targets include increasing the number of jobs created, improving the competitiveness of Lebanese firms, and enhancing the growth of the private sector. The project's development hypothesis is that by increasing the competitiveness and growth of Lebanese firms, the project can create jobs and improve the overall economic growth of Lebanon. The LED team consists of a Chief of Party, a Deputy Chief of Party, and several technical specialists. The team is responsible for implementing the project's objectives and achieving its key performance targets. The project is linked to USAID/Lebanon's Economic Growth Strategy, which aims to promote economic growth and job creation in Lebanon. The project's technical implementation is guided by several principles, including the creation of jobs by increasing the competitiveness and enhancing growth of Lebanese firms, improving the BEE, and communicating results through outreach and sharing project knowledge with the public and private sector. Critical assumptions for successful implementation include the availability of resources, the commitment of stakeholders, and the effective management of the project. The project's detailed technical implementation approach is outlined in several sections. Objective 3 focuses on communicating results through outreach and sharing project knowledge with the public and private sector. This objective is achieved through several approaches, including the development of a project communications and outreach plan, the implementation of a branding and marking protocol, and the provision of monitoring, evaluation, and learning services. The project's resources for technical implementation include short-term technical specialists and subcontractors, grants under contract, and other resources. The project also considers several other factors, including sustainability, scalability, gender integration, and environmental impact. The project's monitoring, evaluation, and learning (MEL) plan is outlined in several sections. The plan includes monitoring, evaluation, and learning activities, as well as a framework for tracking progress and measuring impact.
