Abstract
The Budget aims to identify and scale potentially game-changing innovations to solve long-standing development challenges, particularly those that stymie progress in global health, food security, and climate change. The U.S. Government is a global leader in science, technology, and innovation, with an annual investment of $148 billion in research and development. The Budget includes support for the State Department and USAID to enhance the use of science, technology, and innovation in development activities. USAID will work with other Federal agencies to identify and utilize innovations from research and development investments that primarily solve domestic problems. The Budget includes funding for various initiatives, including the Development Innovation Ventures, Development Innovation Ventures, and the Consultative Group on International Research. The Grand Challenges for Development program will focus on addressing long-standing development challenges by employing new approaches such as prize-based challenges, a virtual system to connect development officers with science and technology solutions, and high-risk, high-reward applied research. The program aims to create an ecosystem of new solutions and solvers. The Development Innovation Ventures will support exceptional ideas that address core challenges, including pilot innovations, impact evaluations, and projects scaled across three countries to reach 75 million beneficiaries. The Budget also includes investments to strengthen the capacity of countries to address their own development through cooperative science and training. The U.S. Science Envoys Program will facilitate international cooperation by highly respected scientists to build bridges and identify opportunities for sustained cooperation. The program will engage Federal science agencies, academia, and international partners to address shared scientific questions and encourage knowledge dissemination. The Budget includes funding for various initiatives, including the Global Science Envoys Program, Collaborative Research and Training, and the Consultative Group on International Research. The program aims to promote wider adoption of renewable energy technologies by supporting global technical and innovative capacity. The agency will restore its technical and innovative capacity through Senior Technical positions, recruiting scientists, and recruiting Innovation Fellows from academia and the private sector.
