Abstract
and host countries in projects and programs related to divestiture and privatization. A contractor will provide approximately 500 person-months of long- and/or short-term TA to A.I.D./PRE and, through A.I.D. Missions, to the public and private sectors of developing countries. The contractor will provide approximately 300 person-months of TA to help PRE develop the capacity to promote privatization in the Third World. Activities are to: develop a strategy to promote privatization; assess the impact of privatization on the A.I.D. project portfolio through a review of program and project documentation; create a roster of 100 firms and 250 persons with expertise directly relevant to developing countries" privatization needs; respond to approximately 50 Mission requests for short-term TA; and review related topics, including multilateral donor projects, industrialized country privatization efforts, and privatization literature and training. Approximately 200 person-months of TA (80% of it short-term) will be provided, through Missions, to help public and private sector institutions in developing countries to implement privatization projects. Targets include developing privatization strategies in five A.I.D. countries; conducting policy dialogue on the subject; designing, implementing, and evaluating 10 country-specific projects; analyzing the financial, managerial, and technological status of state-owned enterprises that may be considered for privatization; and assisting host countries with sector- and firm-specific analyses, and with policy, legal, and regulatory analyses.
