Abstract
Initial sections discuss the rationale for adult literacy and provide a brief history of literacy programs. The largest section, "Elements of Successful Programs," provides guidelines for the design of literacy programs which can also be used as a tool for evaluating current efforts. The monograph also: (1) discusses costs and financing; (2) explains how to monitor a program and assess impact; (3) presents a case study of a successful program in Nepal; and (4) outlines research strategies. The paper concludes by offering insights about the realistic prospects of adult literacy programs. A bibliography and a list of resource centers are appended.
