Abstract
PES consists of a facesheet listing action decisions to: (1) build brick primary schools in Ibanda and Ihutu; (2) develop and implement a farmer training and extension program; (3) make provision for an emergency food stock for children and other at-risk populations; (4) reduce pasture management and eliminate biogas and possibly tsetse reduction activities; (6) conduct an ecological study of the project zone; (7) cancel planned water system for zone 1 and part of zone 2; (8) pay salaries of auxiliary health staff until the Ministry of Health can absorb added personnel costs; and (9) convert an existing hangar at Ibanda into a food silo and develop management plans. In addition, Africare should be advised that: forestry management should receive more emphasis than reforestation; A.I.D. will fund PCV"s as requested, but only until the PACD; due to the sensitive nature of irrigation projects, the proposed irrigation study should be combined with the larger ecological study of the project zone; and more attention should be given to collecting baseline data and to improving the project data base during the 9 months remaining.
