Core subproject to provide technical and logistic support to other subprojects of the Title XII Agricultural Development Support project in the Yemen Arab Republic (YAR) and to strengthen the capacity of the YAR Ministry of Agriculture (MOA) to plan and implement a national agricultural development program.

Abstract
The Consortium for International Development (CID) will implement the project and provide all staffing. CID staff and their MOA counterparts will complete agricultural sector and subsector assessments begun during the project design stage and will together design and initiate seven other priority subprojects. Mobilization assistance (e.g., procuring housing, scheduling technical assistance, training key counterparts) and assistance with social and economic analyses will be provided for these and other subprojects still in the design stage. CID administrative and logistics support staff will also develop services and facilities to assist subprojects with equipment repairs, procurement, accounting, and recruiting personnel and trainees. Virtually all higher level MOA staff will be trained: 50-100 persons will receive informal, on-the-job technical and adminstrative training; 24 (primarily from the MOA Directorate of Planning) will receive B.S., M.S., or Ph.D. training at collaborating CID universities; 40 will receive specialized academic and nonacademic training at these institutions or in Arab countries; 200 will receive English-language training; and conferences and seminars will be held for research and extension staff. In addition, CID will provide the MOA with both longand short-term TA in project planning, evaluation, and implementation and will establish an MOA Documentation and Learning Resource Center to make reports and library and training materials available for use in planning and evaluation. Finally, the CID Advisory Board will serve as an information link to foster communication between the YAR Government, CID, CID member universities, other universities in the Title XII program, and other donors and A.I.D. projects in Yemen. Core Subproject (SP) Amendment No. 2 of 4/24/85 extends SP 5 years and redefines its purpose as the improvement of YARG"s capacity to plan and monitor (rather than implement) an agricultural development program which is supportive of private sector production and marketing. Key outputs are to improve the planning and management capabilities of selected Directorates and Divisions within the Ministry of Agriculture and Fisheries (MAF), provide B.Sc. or M.Sc. training to 46 MAF professionals, identify and begin to implement possible new subprojects, and prepare studies and analyses of the overall project.
