Abstract
Department of Agriculture (USDA) will finance a team of livestock sector specialists to upgrade the capability of the AID Office of Agriculture"s (DS/AGR) livestock division to assist USAID missions and regional bureaus in the planning, design, and implementaion of AID livestock sector programs and projects in the LDC"s. The USDA team will, over a period of 15 months, assist in problem areas of livestock health, feeding, and nutrition; pest and vector management and control; and animal industry project support and evaluation. Specifically, the specialists will assist AID in formulating appropriate broad policies and programs as well as specific projects relating to livestock/poultry production in LDC"s; assist USAID regional bureaus and missions and host countries on matters concerning livestock/poultry production; assist various AID entities with livestock project review and evaluation techniques; conduct livestock production workshops and in-service training programs in LDC"s and the U.S.; prepare livestock production publications; and provide research backup for other AID livestock production projects. One of the areas in which these new DS/AGR livestock project management capabilities will be employed is in an accompanying three-year research project on tsetse fly control by genetic manipulation in Tanzania (Project 621-0144). The development of feasible control techniques and the training of appropriate technical and managerial staff to use them will be the major outputs of this later activity, which will involve the Universities of Florida, Texas A&M, Purdue, Utah State, and the Tuskegee Institute. Project beneficiaries will be the livestock producers and consumers in LDC"s, and the USAID regional bureaus and missions providing support for agricultural development programs. This PAF amendment extends project from 10/1/80 to 9/30/81 and provides corresponding additional funding of $300,000. Funds will be used for sponsoring professional seminars, international conferences, projects by short-term consultants, technical assistance to new USAID mission programs, and the dissemination of scientific and production information.
