Grant is provided to the Government of Chad to help reorganize and strengthen the Bureau of Studies and Programming (BEP), the central planning unit of the Ministry of Agriculture (MOA).

Abstract
USAID will provide two agricultural economists (one for planning and one for marketing), an agronomist, an agricultural engineer (irrigation specialist), and short-term consultants. Four-year, MA-level training in the United States will be provided for three persons in agricultural economics and for one person in agricultural marketing. Three participants will receive third-country training in agronomy, agricultural engineering, and documentation. BEP will be reorganized into four divisions: (1) Planning and Sector Analysis Division; (2) Project Analysis Division; (3) Project Evaluation and Monitoring Division; and (4) Documentation Division. The Planning and Sector Analysis Division will be responsible for long-range, broad agricultural sector planning. The Division will conduct in-depth studies of the agricultural production potential of Chad, recommend budget allocations, and prepare an overall national strategy for rural development. The Project Analysis Division, the largest division of BEP, will be responsible for short-term analytical assignments and the preparation of new development projects. It will conduct feasibility studies, recommend priorities for specific agricultural projects, prepare in-depth analyses of all proposed projects from foreign donors, and respond to MOA"s day-to-day economic problems such as marketing and pricing policy. The Project Evaluation and Monitoring Division will be responsible for the continuous evaluation of project implementation and the monitoring of project activities. The Documentation Division will assimilate and classify all project papers, feasibility studies, economic reports, and statistical data relating to agricultural development planning. The Division will also establish a small agricultural economics reference library. The project is only one component of a five-part institution building effort with the MOA and the University of Chad (677000200).
