Abstract
480 Title II rice. A TA team will help Chad"s National Cereals Office (ONC) develop and implement a written operational plan establishing managerial, financial, and inventory procedures and controls to ensure that Title II rice is properly received, stored, sold, and distributed, and that sale proceeds are used for legitimate and approved subactivities. The subproject will unfold as follows. After receiving and storing Title II rice in N"Djamena, the ONC will sell the rice to retail merchants who will resell it to consumers at an agreed upon, competitive price. Proceeds from the ONC"s wholesale sales will be deposited in a segregated bank account which will be used to finance two or three relief and reconstruction subactivities as well as some institutional support. A resident project manager will oversee the entire subproject and work with sectoral ministries and the Ministry of Plan to design the subactivities in accordance with the activity design plan which forms part of the P.L. 480 transfer agreements. A resident commodity management expert will help the ONC prepare the written operational plan and will supervise the physical receipt, storage, and transfer to retailers of the rice. Retail stores will be spot checked to assure that the certified merchants are adhering to the agreed price. Where merchants exceed set prices, further rice allotments of rice will be denied. This consultant will also supervise the deposit of the proceeds into a special bank account, as well as the management of the account, and will also help the project manager design and monitor the implementation of approved subactivities. Two short-term consultants from a CPA firm will assist the subproject.
