Abstract
PES covers the period 9/82-9/83 and is attached to a special evaluation (XD-BAO-894-A). Administrative directives are, inter alia, that: (1) the Ministry of Agriculture (MOA) make CARI"s organizational structure more responsive to the needs of the departments and the research program and review the effectiveness of the triplicate committee structure surrounding CARI; (2) the Louisiana State University Agricultural Center (LSUAC) team revise the Phase I work plan and prepare a master plan to develop CARI facilities; (3) USAID/L purchase the remaining equipment needed for Phase I; and (4) CARI, LSUAC, and USAID/L program remaining Phase I funds. Research directives are that: (1) LSUAC submit required reports; (2) LSUAC and CARI continue developing a research library, develop a long-range research strategy, and prepare a specific work plan for the appropriate technology workshop; and (2) that LSUAC develop a detailed proposal to establish a substation at the University of Liberia College of Agriculture & Forestry (ULCAF). Extension directives are that LSUAC and CARI: (1) fill vacant extension officer positions; (2) continue the field day program with a seminar series; and (3) publish a research and extension newsletter. Staff training and development directives are that: (1) CARI, LSUAC, and USAID/L use the remaining 157 months of long- and short-term training available in Phase I; and (2) CARI, the MOA, and LSUAC develop staff incentive and promotion procedures; and (3) LSUAC and CARI develop a plan to secure short-term consultancies in the areas of library, infrastructure design, development and maintenance, large and small ruminants, inland fisheries, farming systems, research design, and biometrics.
