Subproject to assist Partnership for Productivity in establishing a permanent, self-supporting Human Resources Development Center (HRDC) in Haiti which will provide a comprehensive training program in support of development projects.

Abstract
Training will be provided to: (1) illiterate and semi-literate Haitians (especially those involved in development projects), and (2) development project training personnel and other staff. About 90% of HRDC training will be provided to illiterate and semi-literate persons to improve their employability and incomes in areas such as potable water system installation and maintenance, farming and livestock practices, and facility and machine maintenance. Basic education in literacy, numeracy, sanitation, hygiene, and family planning will also be provided. In cases where the number of trainees would greatly exceed HRDC"s capacity (e.g., in training beneficiaries of livestock and reforestation projects), HRDC will train trainers from the pertinent development projects in the use of HRDC materials, and will provide on-going support to these trainers. In addition, HRDC will train the staff of development projects (and in a limited number of cases, of private businesses) in areas such as bookkeeping, supply management, etc. A major impact of the HRDC will be to reduce the duplication of effort in training which characterizes local development projects. HRDC will use its training programs and materials to serve a wide range of projects working in the same functional areas (eg., reforestation, potable water). The training packages, training methodology, and literacy/numeracy materials developed by HRDC will replicable for use by other organizations and projects in Haiti and elsewhere. Finally, HRDC will develop a resource bank which will serve as a permanent source of development related technical and training information training and materials to serve as an organizational memory for development efforts in Haiti.
