Grant to the Carter Center of Emory University to provide TA to the Transitional Government of Ethiopia (TGE) under the constitutional and judicial/human rights components of the Democracy/Governance Support project.

Abstract
The Carter Center will support the TGE"s Constitutional Commission by procuring computer and other equipment and intellectual materials and providing international constitutional experts to assist the Commission in preparing a democratic constitution for Ethiopia and in generating public discussion. The Center will also provide TA to the Inter-Africa Group (IAG), a nonpartisan U.S. organization which is planning a multidonor-sponsored symposium on the constitution, and will provide indirect support to the IAG"s Ethiopian Constitutional Development Program, aimed at promoting popular participation in the making of the new constitution. The Carter Center will assist judicial development by providing TA to the Office of the Special Prosecutor (OSP), which is investigating more than 2,000 cases of human rights violations by officials of the former regime. Advisors will include experts from Chile, Argentina, and Chad, and a forensic specialist to help the OSP to exhume mass graves where thousands of victims are buried. The Center will also provide 3 international jurists to conduct intensive workshops for new judges who will conduct the human rights trials.
