Abstract
PVO"s. The three most influential democratic groups in Hungary will receive assistance to support their independent publications and strengthen their internal structure and outreach capacity. The Association of Free Democrats, the leading opposition force, will receive funding for printing and communications equipment, seminars on democracy, and for costs relating to the Association"s Foundation for a European Hungary. The Association of Young Democrats will be helped to undertake an extensive publishing program and to establish a network of centers for legal aid and civil rights education throughout the country. The Hungarian Democratic Forum, the largest pro-democracy group, will enhance its education program, develop its communications capacity, and expand the publishing of its journal, Hitel. Through a series of subgrants, U.S. PVO"s will also support the democratic transition process. The Free Trade Union Institute will publish manuals on trade union organization and create a special committee on worker rights to provide assistance in the development and registration of the new workers" organizations. The Center for International Private Enterprise and the Hungarian Association for Private Enterprise will produce a series of television segments to promote the principles of private enterprise, and may also provide training in business management and develop plans for economic reform. The National Democratic and the National Republican Institutes for International Affairs will organize an international delegation to observe Hungary"s parliamentary elections, and to educate leaders from other countries about Hungary"s democratic transition. Finally, the Institute for Political Development will provide political and management training to fledgling pro-democracy groups, such the Independent Small Holders Party, the Social Democratic Party, the Christian Democratic Peoples" Party, and the Hungarian Peoples" Party, act as a liaison for various political and trade union groups, and help establish a permanent think tank in Hungary.
