Grant is provided to the American Council on Education (ACE) to help the vice chancellors and senior administrators of three historically black universities in South Africa -- the University of the North, the University of Durban-Westville, and the University of the Western Cape -- to develop a strategic planning capacity based on modern management techniques.

Abstract
ACE will: (1) assist the vice chancellors of the three universities in honing their strategic planning skills by providing them with expert advice and opportunities to engage with one another as well as with individuals experienced in the planning process; (2) support a culture of planning on campus by providing opportunities for faculty and staff to learn about and engage in planning; and (3) provide faculty and staff with the technical know-how to engage successfully in the planning process, including an understanding of methods, the uses of data in planning, and strategies for program review. The grant provides funds for direct consulting assistance by ACE, identification of other U.S. consultants to work with the universities; computers and software for each institution; and workshops on program review and planning.
