Grant is provided under the Economic Liberalization Project to the Asian-American Free Labor Institute (AAFLI) to help the nascent Nepal Trade Union Congress (NTUC) to establish democratic structures and procedures.

Abstract
With AAFLI"s assistance, NTUC will adopt a new constitution, some 800 affiliated enterprise-level units will elect new officers, and 20 sets of district officers will be elected. Following the elections, NTUC will hold a national convention. In addition, for the first time, meetings will be conducted under locally developed rules of parliamentary procedures and standardized agendas.
