Abstract
(PACT) to continue its efforts to strengthen Nepalese NGOs. PACT will target both Nepalese NGO support organizations and local NGOs that promote democratic pluralism and work outside the immediate Kathmandu area. PACT will not implement projects directly, but will act as a resource, training, and funding organization. PACT will expand its training staff from 3 to 7, and will provide training to NGOs in such areas as organization management and project management, financial management, literacy facilitation, gender analysis, microeconomic activities, and community participation. PACT will develop 60 training modules and test at least 4 training strategies. To strengthen the ability of Nepalese NGO support organizations to provide strategic services to local NGOs, activities will include: at least 3 small grants per year (up to $15,000) to Nepalese support organizations; leveraging of another 12 small grants for the same purpose from other donors; 25% of each subproject funded by counterpart organizations; training of NGO support organizations in management, accounting, gender analysis, community participation, etc.; and development of in-house training capacities among the support organizations. Activities to strengthen local community NGOs will include at least 15 workshops and training programs per year, plus additional training activities supported by other donors. Larger local NGOs will develop their own in-house training capacities The local NGOs/community organizations will conduct small projects (especially microeconomic projects) funded with microlearning funds (ranging from $500 to $2,000) and by other donors. In addition, numerous networks and resource linkages will be built among NGOs, local groups, government agencies, and donor organizations. Finally, the Forum for Environment and Development (FED), an NGO support organization which has already been working with PACT, will continue to strengthen its institutional capacity. FED will conduct training on its own and will develop activities independent of PACT.
