Grant to Congressional Human Rights Foundation (CHRF) of Washington, D.C., for Phase I of a program to support democratic transition in Haiti by providing training and TA to Parliament, with a focus on civil-military relations.

Abstract
CHRF will: (1) assess Haiti"s existing parliamentary and civil-military structure; (2) collect legislation affecting civil-military relations from other parliaments in the region; (3) prepare a manual and data base on civil-military relations for use by Haitian parliamentarians in drafting legislation on civil-military relations (including the separation of police from military and the establishment of an independent judiciary); (4) analyze and respond to draft legislation submitted by the Haitian Parliament in these areas; and (5) assess the Parliament"s progress in implementing CHRF"s recommendations. Possible follow-up (Phase II) activities will include: attendance by Haitian legislators at CHRF"s International Institute on the Rule of Law; a parliamentary symposium in Port-au-Prince; TA in evaluating Haiti"s code of criminal procedures; and TA and equipment for the Haitian Parliament"s Human Rights Committee.
