Grant to the UN"s Electoral Assistance Division to help the legitimate Government of Haiti, acting through a Provisional or Permanent Electoral Council (CEP), to plan and implement Haiti"s next parliamentary and local elections, scheduled for 1994/1995.

Abstract
Activities will include: (1) TA in reassessing critical election requirements, to include recommendations on electoral law, voter registration, the role of observers, availability and use of election supplies, voter education, ballot design, polling procedures, and counting and certification of election results; (2) training of CEP staff and field workers and other election workers in electoral law, creation and maintenance of voter registration lists, the role and duties of poll workers, ballot counting and certification, and administration of the election day process; (3) assistance in developing information/education/communication materials aimed at stimulating popular participation in the elections; (4) procurement of electoral supplies such as registration books, indelible ink, and ballot paper; and (5) budget support for CEP personnel and operating costs.
