sister cities provide TA to help developing country counterpart cities to improve the well-being of the urban poor. At least 33 SCI projects will be implemented, and TAA will establish a Development Program Section which will be responsible for management of the SCI program. TAA will also: develop a framework through which U.S. communities can respond to urban TA needs in developing countries; focus urban assistance on the areas of skill development, problemsolving, and social services (health, education, vocational training, and employment generation); and increase the amount of technical training offered through the SCI program as well as the provision of U.S. municipal and private TA.
