Abstract
PATH will: (1) help local health supply and pharmaceutical companies to identify new products or adapt existing ones; (2) provide local companies with initial TA and -- through a separate A.I.D. agreement (PD-ABJ-960) -- with guarantees of loans made by local lending institutions; (3) carry out detailed feasibility studies to assess the economic viability of the subprojects and to identify the best possible loan structuring; and (4) identify the long- term TA needs of local firms. (Long-term TA will not be provided under this grant.) Eligible subprojects must meet the following criteria. (1) Product must be of substantial relevance to the basic health or family planning needs of the poor. (2) Priority will be given to strategic targets identified by the Asia Bureau, Missions, and host governments. (3) Import-substitution ventures must benefit local consumers in terms both of availability and price (and not because of foreign exchange savings alone). (4) The participating firm must be a private, for-profit company with at least 40% indigenous ownership. Amendment of 4/19/85 extends the HEALTHlink program to promote private sector joint ventures in health products and services in Morocco, Tunisia, and possibly other countries outside the Asia region.
