Grant to Milwaukee County, Wisconsin, to help establish the Milwaukee International Health Training Center (MIHTC), a consortium of public and private institutions devoted to training developing country personnel in areas relating to primary health care (PHC) management and logistics.

Abstract
MIHTC will offer short-term multidisciplinary training programs for middle and higher-level health professionals and managers and for the training of trainers. Training in essential supportive disciplines, such as supply management and equipment maintenance, will also be provided. Two pilot training programs will be undertaken during the grant period. One, to be conducted in a host country, will be a one- or two-week workshop on the maintenance and repair of motor vehicles, refrigeration equipment, or electric generators, and the repair of medical instruments. The second course, which will be conducted at MIHTC, will address one of the following: (1) administrative support systems for PHC, such as medical records, policy setting, practice models, evaluation, etc.; (2) epidemiology and biostatistics, and their application in public health planning; (3) industrial health practice; (4) intensive, specialized clinical practica for nurses. A tuition fee will be required. In addition, MIHTC will help to develop a network of U.S. health professional volunteers, and it will help to organize a "Wingspread Conference" at the Johnson Foundation on the helath needs of developing countries.
