Abstract
APSP finances the development-related training of public and private sector personnel in Andean countries, and also aims at strengthening diplomatic and cultural ties between the United States and Andean countries by exposing trainees to the citizens, values, cultures, and institutions of the United States. The Ecuador project will be implemented by the Fulbright Commission in cooperation with the umbrella APSP contractor, Development Associates. Specifically, the project will finance the U.S. training of 433 Ecuadoreans showing leadership potential (303 short-term trainees, 130 long-term). The U.S. training will range from formal studies at high schools, vocational schools, junior colleges, and universities, to observation trips, lectures, workshops, and hands-on technical training. APSP criteria require that 40% of the trainees be women, 70% be from socially/economically disadvantaged groups, and 10% study at Historically Black Colleges and Universities.
