This audit examines the overall operations of participant training in order to identify any major functional problems in the selection of participants, their training, and their return and use of training.

Abstract

The study involved a review of AID policies, procedures, and statistical controls on participant training; a document review; and discussions with AID/W, several missions, and various contractors. Recommendations are made on OIT policy and procedures in relation to participant return as well as to participant monitoring and reporting by contractors. (Participant training abstract)
