EVALUATES, FOR THE PERIOD 4/79 TO 3/80, GRANT TO THE AMERICAN INSTITUTE FOR FREE LABOR DEVELOPMENT (AIFLD) TO PROMOTE THE DEVELOPMENT OF THE DEMOCRATIC LABOR UNION MOVEMENT IN COSTA RICA.

Abstract
EVALUATION METHODOLOGY IS NOT INDICATED. PROJECT PAPER ASSUMPTIONS REGARDING THE IDENTITY OF PROJECT PURPOSE WITH SUPPORT FOR THE COSTA RICAN CONFEDERATION OF DEMOCRATIC WORKERS (CCTD) AND REGARDING GOVERNMENT OF COSTA RICA (GOCR) SUPPORT FOR THE LATTER HAVE PROVEN HIGHLY QUESTIONABLE. CCTD HAS ENGAGED IN ILL-ADVISED HOSTILITY TOWARD THE PRESENT GOVERNMENT AND HAS FORMED ALLIANCES OF CONVENIENCE WITH COMMUNISTS. THESE CCTD ACTIVITIES HAVE BEEN SUPPORTED BY THE "ORGANIZERS" FUNDED BY THE AFL-CIO WHO, THOUGH FORMALLY SEPARATE FROM THE PROJECT, ARE NEVERTHELESS INTIMATELY LINKED TO IT. ACCORDINGLY, AN ACTION DECISION HAS BEEN MADE TO CONSIDER THE POTENTIALLY NEGATIVE IMPACT ON THE PROJECT OF THE ACTIVITIES OF THESE "ORGANIZERS". THE EMBASSY AND AIFLD HAVE JOINTLY PREPARED A NEW LOGFRAME (ATTACHED TO THE PES) TO REFLECT A MORE APPROPRIATE AND REALISTIC PROGRAM DESIGN. TARGETS AND ASSUMPTIONS HAVE BEEN CHANGED WHERE NECESSARY AND BETTER MEANS OF VERIFICATION HAVE BEEN SUGGESTED. IN THE NEXT PES, AIFLD"S ACHIEVEMENTS WILL BE EXAMINED IN LIGHT OF THIS REVISED LOGFRAME AND PROGRAM DESIGN WILL BE FURTHER MODIFIED IF NECESSARY. AT THE SAME TIME, THE EMBASSY CONTINUES TO FEEL THAT THE LOGFRAME IS NOT THE BEST ANALYTICAL TOOL FOR EVALUATING THE AIFLD PROGRAM. AIFLD"S SUCCESS IN COSTA RICA IS BETTER MEASURED BY ITS ABILITY TO ASSIST OTHER AFFILIATES IN EXPLOITING IMPORTANT OPPORTUNITIES - A FIELD OF ACTIVITY WHICH AIFLD WILL CONTINUE TO EXPAND - THAN BY WHETHER AIFLD MEETS ITS MEMBERSHIP TARGETS. IT SHOULD BE NOTED IN CONCLUSION THAT, GIVEN THE SERIOUS ECONOMIC DIFFICULTIES COSTA RICA WILL ALMOST CERTAINLY FACE IN THE NEXT TWO YEARS, ACHIEVEMENT OF PROJECT GOAL OF IMPROVING THE SOCIOECONOMIC LOT OF THE WORKING CLASS, ESPECIALLY IN REGARD TO INCREASED INCOME, WILL BE VIRTUALLY IMPOSSIBLE.
