Abstract
The project will include: (1) construction of two primary treatment plants (East & Central Zone) and sea outfall; (2) construction of sewerage collection and conveyance facilities (collectors, mains, laterals, force main, and pump station) for the Smouha area; (3) construction of sewerage collectors, force main, and pump station in the Siouf Keblia area; (4) rehabilitation of eight pump stations and construction of a new pump station, force main, and collector in the East Zone; (5) upgrading of the West Zone treatment plant to a 220 ml/day capacity plus upgrading of a pump station and construction of a new force main in this area; and (6) upgrading of a treatment plant and construction of collectors, two pump stations, and force main in the Nouzha area. The Organization for Sewerage and Sanitary Drainage (GOSSD) under the Ministry of Housing will be responsible for management of the project. Facilities will be designed and constructed by contractor(s) under a turnkey-type arrangement. Amendment (1983) finances U.S. contractors to review and implement the Phased Implementation Plan (PIP) developed for Phase I of the project. The PIP differs from the original project design as follows. (1) Due to problems of siting and sludge handling, the four proposed treatment plants will be consolidated into two. (2) Instead of a new East Zone treatment plant at Ras El Soda, the existing plant will be upgraded to a primary facility. This, in turn, will lead to changes in the configuration and size of the East Zone Pump Station expansion. (3) Instead of the two originally proposed outfalls, wastewater from the East and West Districts will temporarily continue to be disposed in Lake Maryout; the wastewater will receive primary treatment after completion of Phase I. The Kait Bay outfall will be delayed until Phase II, as will work on the Nouzha sewerage system. (4) The low-income Abu Qir area has been added to the East District service area. (PD-AAN-496) Amendment of 6/2/94 extends the PACD to 12/31/96 and finances TA to support AGOSD (formerly GOSSD) in its transformation to a self-sustaining utility and to explore environmentally sound alternatives for system expansion.
