Abstract
The project will be implemented by the General Organization for Sewerage and Sanitary Drainage (GOSSD) with the engineering assistance of two British firms, John Taylor & Sons and Binnie & Partners (Taylor-Binnie). The project consists of three main elements. First, trunk sewers, collectors, pump stations, and certain sewerage treatment plants will be repaired, rehabilitated, and modified as necessary. Whenever possible, sewer repair work will be done by GOSSD crews. Efforts will be made to determine the need to employ foreign and/or local contractors for a major sewer collector cleaning program. After cleaning, sewerage lines will be visually inspected and necessary repairs/modifications noted. Taylor-Binnie engineering consultants will assist in designing the repairs and will provide advisory services to GOSSD during their construction. A thorough hydraulic and operational analysis of all pump stations will be conducted and rehabilitation undertaken. Second, a training program for GOSSD personnel, from chief operators to maintenance crews, will be established. This program will use existing GOSSD facilities as teaching aids and will emphasize a practical approach. U.S. agencies, such as the U.S. Environmental Protection Agency, will provide training films and lectures. A system of operator grades by certification will be established, providing a means for staff evaluation. Every opportunity to integrate the trainees into the on-going project work will be taken, and trainees will also be utilized in the running of pilot studies and analyses to complement the classroom training. Finally, the Taylor-Binnie Master Plan for Cairo"s sewerage system (submitted in 4/78) will be reviewed and modifications made. A staged plan using incremental funding to implement the master plan will be drawn up. Project Paper Amendment of 8/80 finances the services of a U.S. engineering firm to help GOSSD manage the project and to provide the final engineering design. (PD-AAG-730-A1) Project Paper Amendment No. 1 (sic) of 7/16/81 amends project to include: completing rehabilitation work in the primary collection system (including 39 pneumatic ejector stations and 8 major and 60 subsidiary pump stations); solving a number of flooding problems in the secondary system (including reinforcement and expansion of the collection system on the West Bank); designing system expansion projects (East and West Banks); and providing wastewater disposal solutions for unsewered areas.
