Abstract
educational initiatives had never before been implemented, to sustainably deliver quality primary education, with an emphasis on gender equity. This report presents case studies of two policy-related nonproject assistance initiatives: the Girls" Attainment in Basic Literacy and Education (GABLE) program in Malawi, and the Equity Improvement Program (EIP) of the Primary Education Program in Ghana. The case studies take the form of chronological account, interspersed with analytical asides, which focus on the process rather than the specific results of policy reform. Issues covered include historical background; political, policy, and education sector contexts; program design and implementation; and the impact of equity efforts. The report also presents a comparative analysis of the two case studies and a synthesis of observations. Major themes emerging from the report are: (1) the importance which timing plays within political transformations and policy cycles; and (2) the correlation between specific issues and the type and amount of the power which donors and host countries marshal to support or resist them.
