The USAID Laos Energy Security Activity supports the Government of Laos' efforts to achieve a resilient and financially viable power sector that contributes to the national goal of green and sustainable economic growth.

Abstract
The activity has three main objectives: improving energy sector planning, strengthening the energy sector's policy, legal, and regulatory environment, and improving the performance of the state-owned utility. The primary activity during FY2021 Q4 and the entire Year 1 of the activity was pursuing the Memorandum of Understanding (MoU) negotiation process. This involved persistent engagement with counterparts at the Ministry of Energy and Mines (MEM), Ministry of Planning and Investment (MPI), Ministry of Foreign Affairs (MoFA), the Prime Minister's Office (PMO), and Électricité du Lao (EdL). The process also included engagement with other donors and implementing partners to discuss planned activities and identify potential areas for coordination and collaboration. NUMARK was able to initiate a number of pre-MoU activities, including some planned in the Year 1 Work Plan and other opportunities that arose during the MoU negotiation process. NUMARK completed internal drafts of several contractual deliverables that were originally planned for the post-MoU phase, including the Activity Monitoring, Evaluation, and Learning Plan (AMELP), Gender Equality and Social Inclusion (GESI) Analysis, and Grants Under Contract (GUC) Manual. The two major challenges during Year 1 were the MoU negotiation process and Covid-related restrictions and lockdowns. NUMARK and USAID had expected that the MoU could be signed by May 2021, but unfortunately, this was not possible. The serious Covid situation in Laos imposed severe travel restrictions and two strict lockdowns that affected six of the ten months since USAID formally introduced the LES Activity to MEM in December 2020. The primary activity during Year 2 will be continuing the MoU negotiation process with MEM. NUMARK also plans to continue or initiate several activities in parallel with the MoU process. The proposed post-MoU project activities are detailed in the draft Year 2 Annual Work Plan. The final planned activities will be determined during the MoU negotiation process in collaboration with MEM, MoFA, and USAID. The activity aims to improve energy sector planning by providing technical assistance to the Government of Laos in developing a comprehensive energy sector plan. This plan will serve as a roadmap for the development of the energy sector, taking into account the country's energy needs, resources, and environmental concerns. The activity will also provide support to the Government of Laos in strengthening the energy sector's policy, legal, and regulatory environment, including the development of a new energy law and regulations. The activity will also focus on improving the performance of the state-owned utility, Électricité du Lao (EdL). This will involve providing technical assistance to EdL in improving its operational efficiency, reducing energy losses, and increasing its revenue. The activity will also support EdL in developing a business plan and implementing a customer service improvement program. The activity will also prioritize gender equality and social inclusion, ensuring that all activities are designed and implemented in a way that promotes equal opportunities for women and marginalized groups. The activity will also support the development of a gender equality and social inclusion strategy for the energy sector, which will guide the implementation of activities and ensure that they are inclusive and equitable. The activity will also focus on improving the energy sector's resilience to climate change, including the development of a climate change adaptation plan and the implementation of climate-resilient infrastructure projects. The activity will also support the development of a renewable energy policy and the implementation of renewable energy projects, including solar and wind power. The activity will also prioritize transparency and accountability, ensuring that all activities are implemented in a transparent and accountable manner. The activity will also support the development of a transparency and accountability framework for the energy sector, which will guide the implementation of activities and ensure that they are transparent and accountable. The activity will also focus on improving the energy sector's capacity to respond to emerging challenges, including the development of a crisis management plan and the implementation of emergency response activities. The activity will also support the development of a capacity building program for the energy sector, which will enhance the skills and knowledge of energy sector professionals. The activity will also prioritize collaboration and coordination with other stakeholders, including other donors, implementing partners, and private sector companies. The activity will also support the development of a collaboration and coordination framework for the energy sector, which will guide the implementation of activities and ensure that they are collaborative and coordinated. The activity will also focus on improving the energy sector's data management and analysis capabilities, including the development of a data management system and the implementation of data analysis activities.
