The USAID|PERU Evaluations project was initiated in April 2013, with the goal of enabling evidence-based programming by fostering the use of evaluation studies, implementing partner management of results, and high-quality evaluations by local partners.

Abstract
The project's activities are designed to support USAID's principles and the USAID Evaluations Policy standards. During the first quarter, the project team was mobilized, the project office was established, and the project was introduced to USAID, partners, and stakeholders. Technical activities under the three project components were initiated. A technical workshop was held with USAID staff from the three Development Objectives (DO) to gather input on initial evaluations and studies, establish evaluation questions and audiences, and identify counterparts for capacity-building components. Component 1 of the project involved the completion of one evaluation report during the first quarter. The report focused on the evaluation of the Alternative Development Program (ABP) in the Peruvian Amazon. The evaluation aimed to assess the program's effectiveness in reducing coca cultivation and promoting sustainable livelihoods for coca farmers. The report provided recommendations for improving the program's design and implementation. Component 2 of the project focused on implementing partner management of results. The team worked with implementing partners to develop and implement a results framework, which included indicators and targets for measuring progress towards the project's objectives. The results framework was used to monitor and evaluate the project's performance and make adjustments as needed. Component 3 of the project involved the capacity-building of local partners to conduct high-quality evaluations. The team provided training and technical assistance to local partners to enhance their evaluation skills and knowledge. The training focused on the use of logical frameworks, logical frameworks analysis, and data analysis, among other topics. The project also established a network of evaluation partners, including the Peruvian Network of Evaluation (RED EvalPerú) and the Peruvian Network of Monitoring and Evaluation (RED PERUME). These networks provided a platform for sharing knowledge, sharing experiences, and collaborating on evaluation activities. The project's midterm evaluation revealed that the project had made significant progress in achieving its objectives. The project had established a strong project team, developed a comprehensive project plan, and initiated technical activities under the three project components. The project had also established a network of evaluation partners and provided training and technical assistance to local partners. However, the project faced several challenges, including delays in the mobilization of the project team and the establishment of the project office. The project also faced challenges in implementing the results framework and in conducting high-quality evaluations. Despite these challenges, the project remained committed to its objectives and continued to work towards achieving them. The project's performance results for the next quarter included the completion of two evaluation reports, the development of a results framework for Component 2, and the provision of training and technical assistance to local partners. The project also planned to continue its work with the Peruvian Network of Evaluation and the Peruvian Network of Monitoring and Evaluation. The project's administrative and financial report for the first quarter showed that the project had received $1.5 million in funding from USAID. The project had also incurred expenses of $1.2 million, including personnel costs, travel, and other expenses. The project's financial report for the next quarter showed that the project had received an additional $1.5 million in funding from USAID and had incurred expenses of $1.5 million.
