The MELS activity, which is part of the USAID Monitoring, Evaluation, and Learning for Sustainability (MELS) Activity, aims to support the Government of Peru (GOP) in its efforts to improve governance and decision-making processes.

Abstract
The activity is focused on four components: Increased use of evaluation and assessment results, Increased use of monitoring data, Strengthened government M&E capacity for learning, and Strengthened and collaboration, learning, and knowledge management. Component 1 of the activity involves the implementation of a performance evaluation of two development activities supporting the Development and Life without Drugs Commission (DEVIDA). The evaluation aims to assess the effectiveness of these activities and provide recommendations for improvement. Additionally, Component 1 also includes the implementation of two assessments: Civil Society Involvement and Youth Participation. Under Component 2, the MELS activity focuses on supporting USAID/Peru in collecting quality data on private-sector engagement (PSE) and strengthening the capacities of the MEL team. The activity also involves the implementation of the Performance Management Plan (PMP) and the design of a conceptual framework for the CDCS mid-course taking. Component 3 of the activity involves working with key GOP institutions to advance substantial work with the institutions that are targeted by the activity's Capacity Plan for GOP. The work includes identifying needs and implementing work plans to improve institutional performance. Additionally, the activity also prepares a virtual platform for all training activities. Under Component 4, the MELS activity completes the Knowledge Management data collection and analysis to have the analysis report in the next quarter. The activity also conducts the first MESA meeting to propose a working plan to strengthen MEL capacities in regional governments. Furthermore, the activity prepares a concept note and organizes the first Partners Meeting. The activity has made significant progress in the third year, with a focus on supporting USAID/Peru in collecting quality data on private-sector engagement (PSE) and strengthening the capacities of the MEL team. The activity has also advanced substantial work with key GOP institutions to improve institutional performance. The MELS activity has a strong focus on collaboration, learning, and knowledge management. The activity has prepared a concept note and organized the first Partners Meeting to strengthen MEL capacities in regional governments.
