The Health Information, Policy and Advocacy (Health Information, Policy and Advocacy) Program is a USAID-funded initiative aimed at strengthening the management and use of the Health Management Information System (HMIS) in Cambodia.

Abstract
The program, which began in 2014, is implemented by the Futures Group International in partnership with the Ministry of Health (MOH) and other stakeholders. The HMIS was conceptualized in 1993 and rolled out nationwide in 1995. Since then, the system has undergone several upgrades to align with the country's health coverage plan, fine-tune indicators, and improve data quality. The system was initially paper-based but was later computerized in 2006. By 2012, 100% of public health facilities were reporting to the web-based HMIS in a timely manner. However, despite the progress made, the HMIS still faces several challenges, including limited implementation support at the operational levels, limited use of the system in the private sector, and a lack of a sub-technical working group for HMIS. Additionally, there are concerns about the accuracy and completeness of the system's reports, particularly at the sub-national level. The MOH has identified several key concerns and challenges related to the HMIS, including the parallel use of two versions of the HMIS application, incomplete database analysis and report queries, and infrastructure constraints such as internet access and ICT equipment. To address these issues, the Futures Group has provided technical support to the MOH, including the establishment of a sub-TWG for HMIS, process stabilization of the HMIS application, and technical assessments of the system and staff capacity building. The program has also focused on coordinating with relevant HMIS stakeholders, including public and private sectors, and civil society organizations. For example, the HIPA team has informally met with MOI and MOP key persons to discuss the CRVS assessment and its implications for the HMIS. The HMIS is critical for policy decision-making and coordination of partner activities across the country. An empowered MOH with ownership of reliable and integrated health information is essential for ensuring the recovery and sustainability of the country's health system. Strong oversight and governance by the MOH are necessary to manage donor activities, coordinate local and international partners, and measure progress toward national health goals. The program aims to strengthen the HMIS system and support the MOH in its efforts to provide reliable and integrated health information. This will enable the MOH to set a strategic health policy direction for the country and make informed decisions about health programs and services.
