Abstract
PES covers the period 8/80-6/83 and consists of a facesheet attached to a special evaluation (PD-AAP-677). It is recommended that CENAM: (1) hire a full-time technical coordinator; (2) provide more vocational training courses in nontraditional areas; (3) provide entrepreneurial training; (4) explore the possibility of developing a contract with ADEMI (unidentified acronym) for management of fixed and working capital loans; (5) develop a system of participant follow-up for monitoring progress in creating and stimulating employment; (6) provide additional training to the promotoras both initially and on an ongoing basis; (7) decentralize the APEC/CENAM structure and shift all technical responsibilities to the technical coordinator and the office of Capotillo; and (8) eliminate the position of Assistant Coordinator. Also, closer contact should be established between CENAM and USAID/DR, and A.I.D. should not fund another APEC/CENAM project until the Capotillo project is functioning according to design.
