Abstract
PES covers the period 6/83-12/84 and is based on an attached mid-term evaluation (XD-AAS-308-A). Action decisions call for: (1) postponement of the 5-month course, as CADER"s lack of human and physical resources has cast doubts over its ability to carry out the program; (2) a base salary increase (at least 50% is suggested) and incentives for case writers to retain CADER staff; (3) extension of TA in case study development and project implementation; (4) consideration of sources of endowment for CADER staff under the project extension; (5) expansion of CADER services (seminars and case study preparation) to government and private sector institutions, possibly with increased fees; and (6) a continued CADER relationship with the Instituto Superior de Agricultura, its parent institution, but with greater CADER independence.
