Abstract
The initiative was implemented by the USAID/ Central Asia Regional Office in partnership with the Government of Tajikistan and other stakeholders. The program focused on providing reading materials, training teachers, and promoting a reading culture among students. The BMB initiative was designed to reach all students in Tajikistan, with a focus on the most vulnerable and disadvantaged groups. The program used a variety of methods to promote reading, including the distribution of reading materials, teacher training, and community outreach. The initiative also aimed to improve the quality of education in Tajikistan by providing teachers with the necessary skills and resources to teach reading effectively. The BMB initiative was implemented in several phases, with the first phase focusing on the development of reading materials and teacher training. The second phase involved the distribution of reading materials to schools and the implementation of reading programs in classrooms. The third phase focused on the evaluation and monitoring of the initiative's impact. The evaluation of the BMB initiative was conducted by RTI International, a research organization, using a mixed-methods approach. The evaluation involved the collection of data from a variety of sources, including surveys, interviews, and observations. The data were analyzed to assess the impact of the initiative on reading skills, teacher knowledge and practices, and student motivation and engagement. The evaluation found that the BMB initiative had a positive impact on reading skills among students in Tajikistan. The initiative increased the availability of reading materials, improved teacher knowledge and practices, and promoted a reading culture among students. The evaluation also found that the initiative had a positive impact on student motivation and engagement, with many students reporting an increase in their interest in reading. The evaluation identified several factors that contributed to the success of the BMB initiative, including the strong leadership and commitment of the Government of Tajikistan, the effective partnership between USAID and the Government, and the use of a variety of methods to promote reading. The evaluation also identified several challenges that the initiative faced, including the limited availability of reading materials and the need for further teacher training. The evaluation made several recommendations for the future implementation of the BMB initiative, including the continued provision of reading materials and teacher training, the expansion of the initiative to reach more students, and the development of a more comprehensive monitoring and evaluation system. The evaluation also recommended that the initiative be sustained over time to ensure that the gains made are maintained and that the initiative continues to have a positive impact on reading skills among students in Tajikistan. The BMB initiative has the potential to make a significant contribution to the improvement of reading skills among students in Tajikistan. The initiative's focus on providing reading materials, training teachers, and promoting a reading culture among students is well-aligned with the goals of the Government of Tajikistan and USAID. The initiative's use of a variety of methods to promote reading and its strong leadership and commitment to the initiative's goals are also key factors in its success.
