Abstract
Audit covers the period 10/82-9/87. The project has several accomplishments. A MOAC information and publications section was established which aired a daily radio program on agricultural topics and published numerous booklets helpful to farmers. The project institutionalized MOAC research capability in such areas as maize, fruits, and vegetables and also trained more MOAC personnel than planned. On the negative side, the project"s benefit to small-scale farmers was significantly limited by extension problems. Only a few farmers received MOAC research information through the extension system due to weak organizational linkages between researchers and farmers. The project design failed to focus on these problems and to provide a feedback mechanism on project impact. It is recommended that the Mission restructure extension aspects and develop effective measures of project impact or discontinue the project. The Mission did not identify or act on excess project funding. This occurred in part because the project"s financial reports contained inaccurate accrual estimates. As a result, about $2.8 million remained idle for more than 2 years instead of being programmed for development or deobligated. Finally, Pennsylvania State University did not implement an adequate property management system. Turnover on the staffs of USAID/S and the university disrupted enforcement of contract provisions relating to inventory control. Individual items on the $235,000 inventory list and 3 additional unlisted items valued at $15,000 could not be adequately accounted for. Mission management has taken corrective action on all three problems.
