Audits project to help the Yemen Arab Republic to revitalize its agricultural sector.

Abstract
Audit covers the period 6/79-9/87. The audit showed that most project objectives were being accomplished. USAID/Y in collaboration with the Consortium for International Development had successfully implemented certain aspects of the project, mostly for the Poultry Extension and Training Subproject and the Faculty of Agriculture subproject at Sanaa University. Instructional and demonstration farms were established; facilities, equipment and TA provided; and local trainees enrolled in on-going programs in the United States. However, some objectives of the Horticulture Improvement and Training Subproject were not being fully achieved in that two research stations designed to facilitate training of extension agents and horticultural technicians faced serious implementation problems. In addition, the host government was not contributing resources as agreed, and salaries and related costs were not being effectively controlled. This report recommends restructuring subprojects to discontinue funding for the al-Jarouba station, instituting effective monitoring and reporting procedures, enforcing host government contributions, recovering $207,896, and establishing an effective system of internal control.
