Audit of a project to help the Government of Pakistan (GOP) meet its food security objective by establishing an economic analysis network, improving the collection system for basic agricultural data, and improving the public sector grain storage network.

Abstract
Audit covers the period 8/84-12/88. USAID/P"s $3.7 million expenditure to improve Pakistan"s economic analysis network may be jeopardized because the GOP has not met its commitments to establish and fund an organization to administer the network. Lack of GOP commitment also caused a two-year delay in improving the system for collecting basic agricultural data. Although new technology is now available to facilitate extending these improvements nationwide, doubts remain about the GOP"s commitment to providing access to this technology and to meeting its funding and staffing requirements. USAID/P has not adequately monitored the use of project commodities costing over $3 million because it lacked the information needed to ensure that commodities were being effectively used. Equipment valued at about $340,000 is not being used due to maintenance and/or installation problems or is in excess of current needs. USAID/P was also failing in some cases to obtain the information needed to enable it to effectively monitor TA expected to cost over $6.2 million.
