Abstract
The program aims to improve the management effectiveness of protected areas in the Philippines, with a focus on biodiversity conservation and sustainable livelihoods for local communities. The program is implemented in seven sites, including the Department of Environment and Natural Resources, other national government units, and local government units. The program's management effectiveness tracking tool (METT) is used to assess the effectiveness of protected area management and identify areas for improvement. The METT questionnaire and method are outlined in the report, which includes an overview of the questionnaire and method, limitations of the METT, and enhancements made to the B+WISER program. The report also includes a protected areas threats assessment, which categorizes threats into six broad categories, including habitat loss and degradation, overexploitation of resources, climate change, invasive species, pollution, and pollution from human activities. The report presents the results of the baseline assessment, including threats assessment, management effectiveness rating, and summary findings. The threats assessment reveals that habitat loss and degradation are the most significant threats to protected areas, followed by overexploitation of resources and climate change. The management effectiveness rating indicates that the program sites have a moderate level of management effectiveness, with areas for improvement in protected area management and community engagement. The report also presents the results of the rapid training needs assessment, which identifies the need for training on protected area management, community engagement, and biodiversity conservation. The individual perception survey results reveal that local communities perceive the program positively, with high levels of satisfaction with the program's activities and outcomes. The report concludes with recommendations for improving the management effectiveness of protected areas, including strengthening community engagement, improving protected area management, and enhancing biodiversity conservation. The recommendations also include recommendations for addressing the challenges faced by local communities, including habitat loss and degradation, overexploitation of resources, and climate change. The B+WISER program has made significant progress in improving the management effectiveness of protected areas in the Philippines, with a focus on biodiversity conservation and sustainable livelihoods for local communities. The program's METT has been instrumental in identifying areas for improvement and informing program interventions. The program's success has been recognized by local communities, who perceive the program positively and have high levels of satisfaction with its activities and outcomes. The program's achievements include the establishment of protected areas, the development of community-based conservation plans, and the implementation of sustainable livelihoods projects. The program has also strengthened community engagement and collaboration with local government units and national government agencies. The B+WISER program has faced challenges, including habitat loss and degradation, overexploitation of resources, and climate change. The program has also faced challenges in engaging local communities and local government units in protected area management and biodiversity conservation. The program's future directions include strengthening community engagement and collaboration with local government units and national government agencies. The program will also focus on improving protected area management and biodiversity conservation, and addressing the challenges faced by local communities. The B+WISER program has made significant contributions to biodiversity conservation and sustainable livelihoods in the Philippines. The program's success has been recognized by local communities, who perceive the program positively and have high levels of satisfaction with its activities and outcomes.
