Abstract
The project focuses on strengthening the quality of teaching and the systems in the State to enable the State to offer various options that better meet the needs of pupils in the system and those not in the system. As part of this systems strengthening exercise, the project has supported the Bauchi State Ministry of Basic and Secondary Education with the conduct of a State Education Accounts subaccount that follows the public sector financing of education in Bauchi State for the 2015/16 and 2016/17 academic years. The Nigerian education system in Bauchi State is comprised of three distinct systems: the indigenous system, the Islamic schools, and formal education institutions. The National Policy on Education, introduced in 1977 and updated in 2013, aims to transform the education system from its British structure to a structure more relevant to the culture and life of Nigerians. The policy includes four key objectives: provision of universal access to basic education, expansion of publicly financed secondary and tertiary education, outlining national language, and building national capacity in science and technology. Education financing in Nigeria is a shared responsibility of the Federal, State, and Local governments. The Federal government provides basic education free of charge for all citizens, while the State governments are primarily responsible for secondary education and non-formal education. The Local governments provide money for primary school teachers' salaries and allowances. The Federal government also provides targeted funding for tertiary education through agencies such as the Tertiary Education Trust Fund (TETFund). The Bauchi State Education Accounts – Public Sector Subaccount report provides a summary of the public sector financing of education in Bauchi State for the 2015/16 and 2016/17 academic years. The report highlights the challenges faced by the education sector in Bauchi State, including limited access to education, poor quality of teaching, and inadequate funding.
